The impact on manufacturers will be evaluated also, and DOE will employ an updated version of its Industry Cash Flow model adapted to this particular product type to estimate manufacturing NPV. DOE will also examine the effects of these proposals on small-scale businesses as well as other subgroups of manufacturers to identify those who are likely to be affected.
